Should it be criminal not to call the cops whn you hear someone in trouble

I saw some comments from people on fb saying it should be made illegal not to call the cops if you hear neighbours fighting and screaming due to the times it has ended up being a murder taking place. Should this be a thing?
I think most people dont, myself included, because you dont wanna get involved with the police if they were to come over and maybe they'd want you to be a witness and you get really involved and maybe someone will want to get revenge because you called the cops or some shit. I find it amusing how the majority of people on facebook will have the same opinion on cases like this yet in real life the majority doesnt actually get involved...Why is that when everyone apparently thinks like this..? Hipocrisy..?
