It sounds fine to me. Not everyone can weigh 100 pounds and 141 and 5'4" is NOT fat
Are you male or female? A 5'4 female weighing 64 kg sounds to me like a pretty ideal proposition so Id guess not.
There diff. body shapes. If you have big tits, big hips and a waist that is 10 or more inches smaller than the 2 your not fat. And muscle is heavier than fat. So weight and shape have something to do with your looks. Fat or well built.

really hard to say, especially without knowing if you are a male or female.
But is sounds like you might be a bit chubby, but not fat
I was 5'5 and weighed 135 pounds when I was younger. I was not fat at all. I was a size 5 and my rib bones stuck out a bit. It also depends on the way your body is built or yours shape. I have a slender hour glass shape, so maybe I just carry my weight better than most.
I tend to go based on looks rather than weight since "fat" is a different weight for different heights.
If you're more than just "a bit chubby", like to the degree where there's ripples and rolls and skin hanging out over the top of your clothes, it's fat.
