Would signing up for school waiting for background check be good/bad?

I was going to sign up for the police academy. However I know background checks even with a clean record can take up to a year. That means possibly for up to a year you will have no job. Would it be a bad idea to sign up for a year long program at a school just so I have someone to stay and learn something in case the police academy does not accept me? I also have security guard certificates and have not been able to find a security job and applied to a lot of places already.

    I've had all kinds of security checks, federal and state and not one has taken more than a few weeks. I don't see the PA requiring more intense screening than driving a Cougar MRAP, as a civilian contractor.
