Just depends on the person.
Doesn't matter if it's M or F if the only reason they're doing it is to return the favor or because they think it is expected, then they're normally not great at it.
If they are truely into it or enjoy it then they can both be pretty good.
Overall I think the female may have just a slight advantage and be a little better.
