From what I know most places let you smoke at 18 and at this age you are a legal adult. Some people can drink at 18 depending on the area you live at when you are age 18. Why would you have to be 20 years old to enter it?
A lot of Asian countries have a higher minimum age for smoking. It's either 20 or 21 in India or Japan (can't remember which way around but it's 20 in one and 21 in the other).
Why deny these large markets? Capitalism wants the highest number of sales to anyone with dollarbucks (or equivalent) and your nationality really isn't important (hence neither is your local custom).
In Britain we sometimes had British-only sites for things. For instance, we could smoke at 16 and I think people could become topless models at 16. But the rest of the world didn't have those policies so British companies didn't want to break their laws. I don't think the topless thing is still true here. I think it's 18 and should probably be higher in my opinion. There's a difference between having sex with your boyfriend and posing semi-nude for the world.
Well I think that could also have to do with models. Which can go at younger ages not just 18. Some actresses will model. Some actresses start when they are in diapers and grow up in the star light. They even get into clubs before its legal. Anyhow I went to a site and it would not unless you said you were 18. I was not aware that in India and Japan it was different. I just know most places smoking is 18.
