Why my sober vision has colored dots / blips ? same with weed vis.

My sober & normal vision has colored dot, blip, noise overlay and it is being obvious in dark (in some cases almost I can't see). It is same effect with being high except it is lesser.

Also weed (3 cigar + heavy smoking for hours) doesn't makes much difference on me. I always have these psychedelic vision and imaginations in my normal life.

Is it normal ?

NOTE: I am using Keppra, Depakine, Lustral and Risperdal.

If you're on Risperdal (an anti psychotic) you probably shouldn't be using weed, as it may worsen your mental disorder. The psyches of people afflicted with certain mental disorders, tend to be more vulnerable to the psychologically adverse effects of things like weed and hallucinogens. You have epilepsy as well, right?
On another note, I've had something similar to what you're describing for several years now, a sort of 'snow' or 'static' that's constantly superimposed over my visual field (there are also vague colours sometimes). I began noticing it after a few times taking LSD. Like yours, mine is far more noticeable in the dark--without light to show the eye the real colours, there's no competition for the less noticeable false colours, so your brain notices it more. Mine isn't as severe as yours though, it's never seriously obscured my ability to make out shapes or colors. If you're worried about it, tell your doctor.

First of all thank you for your response.

My epilepsy is based on psychological events. And didn't happened for 9 years. Also I don't have any kind of sensivity to seizure triggering lights, sleeplessness etc. This is why my drugs are anti-depressant, ocd, anxiety, disorder etc. focused.

These imaginations exist since my childhood. Sometimes I am getting overwhelmed by writing ideas coming my mind. But visions I mentioned above; significantly intense recently (even before using any hallucinogen).

I have researched about possible conflicts of marijuana and drugs I am using and I am aware of possible "bad trips". Also I discovered medical marijuana is evidenced to being effective against epilepsy.

I have started to smoking marijuana for 2 weeks to see what is these all fuzz about. And I should say I am quite disappointed and planning to increase amount I am using. Telling again, I am strongly against most of chemical hallucinogens since I don't have trustworthy source and I am not interested.

Actually question I was asking was if there is a source of these color visions. I will be researching this problem.

For example; in a monitor-lighted 10 square Meter room I can't read numbers and texts that half meter away from me due that color noise.
