why is it illegal for a man to flash his private parts to a woman, while if a woman was showing her boobs or vagina or tits to a man, he would love it? why wouldn't women like being flashed?
Depends on the woman really. Some women don't mind but not everyone wants to see your dick bro.
Most women who see a man flash his dick are much more likely to pull out their cellphones and call the police rather than cheer and throw beads and money at him, which is what alot of men before have done to women flashing their breasts.

Men are more visual in what they enjoy so to see a naked penis out in public is not arousing to most women. First things first, "immoral" is subjective. Secondly, a man or woman flashing their private parts in public is illegal, because of society's need to keep a level of public decency (boundaries). So, it's not immoral, just illegal to do in public.
