Rural area controls the food and much of the manufacturing like olderdude said. Also rural areas have big gun culture where men grow up with guns as kids and can hunt well. Urban areas many people dont have that same enthusiasm and experience with shooting and a lot of times the urban people have more money and lived more comfortable lives. The hardships of war would be easier on the rural people than the urban people in my experience. Theyd have a hard time sleeping in the woods. Rural people call that camping and do it for fun.

A numbers advantage turns into a major downside if you cant feed them. So as long as the rual community can blockaid resources the city will be left to anarchy as the various groups inside the city will be even more at odds and ultimately will fight with themselves more than the rual areas.
