    Light Yagami. People can argue that he isnt the villain and that his ideas are correct (I personally agree with his train of thought) but I would say he is the greatest villain.

    Shrike from the Mortal Engines books. Those were so good. I don't know if you would count Shrike as a villain though, come to think of it I don't know if you can count anyone as a villain in those books, everyone has motives you can understand and empathise with.
