    I'ts called smegma, a normal occurrence with an uncut penis. I can't believe nobody here mentioned it.

      And the foreskin DOES NOT need to be retracted to clean smegma, which is a mixture of skin cells and oil, washing the outside is enough to get it out. Washing is important though.

    If it's coming from underneath your foreskin, you need to pull it back and wash more throughly!

    If not, and it's coming from out of the head, it's probably cum.

    If the "white stuff" is around your foreskin then you need to wash it better.

    If it's coming out of the opening it could be some kind of discharge (unless you're jerking off / having a wet dream of course).

    It might be quite difficult (and possibly painful) to wash off if there's too much of it or it's been there for a long time, so you might need to use your fingernails but be gentle. You don't need to wash it all off in one go either, you can do it in chunks if you like. What matters is that you get rid of it somehow though; it smells nasty and feels good to get off and once it's gone it's really easy to keep away because all you need to do is wash under your foreskin every few days and it'll never come back.
