    For me, it would have to be Putin. Intelligent and a badass. Jinping and Duterte come close behind.

          Actually his base is going to lose, or atleast spend much more money for health insurance than the tax credits will give them. Manufacturing jobs will continue to be replaced by automation and/or outsourcing. Coal is an archaic energy source. Other than the real possibility of his base hearing, and believing, bs propaganda blaming mexicans and science in a perpetual echo chamber, his base is getting ruined.
