Hell yeah, everyone says 2 is the best one but I prefer the first.
The second one has a better story and I like the fact that the monsters are a reflection on his subconscious but I played it after silent hill 1 ( go figure) so it never had the same impact, I still love 2 and 3 and even 4 its nowhere near as good but still some good ideas
In order of scariness
1: Condemned
2: dead space
3: bioshock
Check out condemned if you haven't. It's often overlooked and really scary with brutal combat
Silent Hill and Resident Evil are an obvious choice for me. But no one seems to know about Obscure and Obscure: The Aftermath. I saw most of Obscure on YouTube and played Obscure: The Aftermath. It scared the shit out of me. A couple of months ago, I was finally in the last Boss battle....when my PS2 fell and the video game got scratched. IT GOT SCRATCHED...... IN THE FINAL MOMENTS OF THE GAME! THE FINAL FUCKING MOMENTS! WHAT SUCH LUCK?!

The Penumbra series was amazing at using its atmosphere to scare the crap out of me without having to use jump factors. You'd be walking around then all of a sudden a rumble and a giant worm thing just scrambles past you.. you're crawling under a floor and all of a sudden screams occur above you and you hear creepy crawling killer spiders scurrying after him.
Indie games are stupid. I think amateur "developers" who use shitty free-to-use engines should just find another hobby and spare us from their failed attempts at creating games.
