I think they go hand in hand. However, a person who doesn't necessarily share ones ideals, but is truthful can be better than someone who shares one's ideals, but is dishonest.
I guess to some they arent. Im not sure what the OP is trying to get at. Maybe if he/she elaborated some it could help.
They are not the same for me. I'm an optimizer. Ideals are not as important as getting traction to work solvable problems cheaply and efficiently. I respect other people's ideals, but many of them are philosophical with no hope for practical benefits.
I still don't really know what you mean. Importance to what? Importance as an individual trait to how I form a general impression of another person? Importance in building a good society? Importance to instilliing in me, myself? etc. etc. etc. To me the question isn't clearly defined enough to give an answer. You'd need to write a book to even get close to satisfactorily answering it.
'Beauty is truth, truth beauty,—that is all ye know on earth, and all ye need to know.'
-John Keats
I think you can only call something an ideal if it is represented by truth. Therefore truth is a requirement. If truth is tainted with lies then its not ideal anymore but if truth is pure and honest then it is ideal. Ideal is something that is difficult to achieve cause it requires a lot effort. What a persons want something to be doesnt always end up that way.
