There has been many times I've seen a pretty girl in random places and I've thought to myself... would I come off as a creep if I hit on her right now so I just wanted to get some input from the ladies.

I wish guys would approach me just on the street. Not pushy, just "hey, can I have your number?" I mean, the worst she can say is no, right?

They are obviously showing that the guy has courage, especially if you're on the toilet!
Scenario;
Guy walk in the bathroom.
guy:Hey sexy hows it going?
Girl screams.
Girl: IT'S GOING IN THE TOILET WHAT ARE YOU DOING HERE!?
guy: I'm asking you on a date.
Girl: GET OUT!
guy: Only if you say yes.
Girl:OK FINE YES! NOW LEAVE!

anyways girls like being approached when they are NOT around family or totally out in the open loud. but they do like being approached at clubs if your hot or nice or if you knew them for a while anywhere. (: hope it helps.
Coming off as a creep mostly has to do with how you approach the girl, and what you say to her.
If there are lots of other people around, I wouldn't mind a guy approaching me (except at a library where you have to remain quiet). If I'm alone at a bus-stop, late at night, don't even come close to me! It's okay to approach me once we get on the bus, though, if you're friendly.
(I do have a boyfriend already, but I'm happy to talk.)

im a guy but in my experience girls like being inpublic or social environments
I don't like public places like the grocery store because I am busy and I don't want to be bothered, If I am at a club, alone, or with a group of girls then its fine because it is a social atmosphere and that is why I am there, Gym maybe. Class, sure why not it is a social environment.
To me it doesn't matter as long as I like the guy. But for me to like the guy I would have to have known him for at least a couple of years.
