    I always thought it referred to people who have muscle spasms or are easily excitable/hyperactive but i've always seen it used in place of "retarded" or something :S

    • That is because there is a difference between USA usage and UK usage.

      In common USA usage, it is just another word for clumsiness, excitability or twitchiness. In UK usage, it is a derogatory term for people with cerebral palsy.
