Idiot runs a red light, t-bones another car. Large fire from idiot's car, heavy smoke from victim's car. No one else around and no risk of you getting hurt.

It sounds callous, but Rose's suggestion is actually the sensible one.
Unless you're trained in handing accident victims and extracting them safely from mangled automobiles (and doing so in a way that doesn't endanger yourself), it's possible an attempt to help could do more harm than good.
In your hypothetical situation, if it doesn't appear that the victim's car is about to catch fire, then they should be left in place for an EMT to assess their injuries and remove them safely. A Good Samaritan would make sure they turned off the ignition, hang around talking to them, keep an eye on the fire situation and think through what they could do if things became life-threatening, but no more than that.
As for the guy in the burning car, only an idiot would approach a vehicle that's on fire and contains who knows how much gasoline.
Yeah but in a real life case like that, muther fuckers be dead by the time help arrived even if they were very fast.
I mean sometimes you just have to dive in and hope for the best. It would be a case of risk further injury but survive or HOPE the car doesn't explode into a ball of flames before help came.
Honestly, I would try to help the driver of the car that is on fire first, at least get him away from it.
Then the smoking one, I guess it depends on things.

Depends... The rational thing is to save the person that is in most danger. But if the idiot is an arab looking type in a brand new white BMW, with oversized shades, a mountain man beard and a hands free device shoved in his ear, I'm helping the victim, calling the emergency services for him and then calmly driving away.
Call 911.
Logically, it would be best to assist the idiot since that car is partly on fire and at risk of exploding at anytime. Plus, if the idiot dies in a fire, how is the victim going to take every penny the idiot has for damages and medical.
Whoever's closest to me/most easily salvageable. It's not my job to mete out life-or-death justice here.
