I assume that by whiskey you mean blended and whisky you mean single malt?
Either way, I still choose bourbon.
Whisky is effectively the spirit from countries without an E in their name (Scotland, Canada). Whiskey is the spirit from countries with an E (Ireland, America). There's much more to this but I won't bore you.
Bourbon is whiskey (if it's American) but I thought it deserved its own option because it's made differently with different ingredients. Same is true of vodka but you don't get the same kind of specialists that you do with whisk(e)y and wine so I wasn't upsetting anyone by not differentiating between potato vodka and grain vodka.
Surprising that such a pedant would forget to include tequila as an option. I'm also surprised you put liqueurs on the list as they're not really considered base spirits.
You're right on the liqueurs and tequila, plus I missed brandy. As for the pedantry, it's the New York Times system and I don't really endorse it myself. For instance, it suggests Zimbabwe makes whiskey and South Africa makes whisky. They've created a rule that only applies to about six countries and expanded it to be international.
Such is the way of things. Like Washington Irving and the myth that people thought the earth was flat.
