There are no ramifications. Their birthday gets celebrated either on February 28th or March 1st.
Do wait for them to become a certain age? Or just drop a newborn in a pond?

Oh, they basically just celebrated on the 28th of February for three years, and then on the 29th every fourth year. It's always been more of something to joke about than anything else. They never skipped his birthday.
You know what's really weird is that I feel like I didn't know my paternal grandfather that well, but within the past few years my folks, and my late grandmother have called my attention to certain mannerisms, and habits I have that are supposedly just like him.
It means you should have been aborted. Any mom cruel enough to give birth on feb 29 should be executed.
You age the same as everyone else but get a quarter of the birthdays. That's it.
