What does it mean when the jiggaboos come home to roost?

People say it so often but what does it mean? Jiggaboo is like black people Right? Are they calling themselves chicken heads?

      Google it if you are so interested. I decided to Google it and the nearest I found was something about chickens coming home to roost and something about it meaning deeds you send out will eventually come back. No mention of jigaboos which is a derogatory term for a black person.
