What does it mean when someone says "she has issues"?

I provided a delema to someone about a close friend I was having problems with . I explained my scenario and told them that I don`t understand my friends non sense explanations 0.o !!
Also the fact that my friend contradicts things, they said "looks like she has some issues".
What does that exactly mean ? (the term "she or he has issues"
Do peple use that term when they also dont really understand what the person means or where they are coming from ? Or does it mean something else like maybe the person has undealt with issues from their past to do with something (not nessesarily you though) and this can affect relationships in life etc…??

    It means she's got personal problem and is quirky among other things. It's kinda like this chick has a lot of emotional baggage, and probably needs therapy.

    "She has issues" is a euphemism for "she's crazy", but in a kinder way. It means that she has a lot of emotional problems that cause her to behave oddly, she had a bad childhood or she just has a mental illness.
