A multitude of reasons, so much so that nobody here would be able to list them all.
Idk, maybe it kind of creeps in, like people would start off committing very acts of corruption, rationalising to themselves that it's not that big a deal or even that the rules were unfair by prohibiting that small act in the first place. They'd tell themselves that it's only a once-off or that everyone does it. Then eventually that minor corrupt act becomes normal for them and they'd commit a slightly more serious crime. And so on, until they become the very thing they swore they'd never become. If you want to avoid that, you have to be constantly vigilant and never budge an inch from your integrity, which some people don't have the self-discipline for.
Corruption happens because we live in a fallen world, where people are servants to sin until the end of time. Corruption of nearly every thing is inevitable, over time, even those things that start out good will become evil.
I believe that along with the idea that they should work to increase their position in life they have the basis is a belief that (for whatever reason) many people believe that they are better than others (at least in some area); and that leads them to believe they should be in charge in at least that area. Then they use the being in charge (having authority/power) to better improve their personal situation.
This is why power corrupts so often. It's the rare person who will not use their position to better their own situation, and instead focus on the good of others first.
I think it's a lack of understanding oneself. Some people think being mad is enough to act mad, or whatever emotion. Responsibility ultimately lays with the individual, but there are systems in place that expedite the process, like propaganda, the greed and lies of selfish people, any form of indoctrination, control of the flow of information. It's not so two dimensional and almost impossible I'd wanna say for just anyone to objectively know the truth of what/how it happened.
Ultimately though it is up to the individual for how they respond to things. That's what I like about Buddhism, it deals a lot in stoicism but in a more positive way than just like that painting of that old married couple on a farm.
I guess what I'm saying is corruption and evil behavior is like a net that can catch many fish. But sometimes the fish can get away, if they're lucky and just happen to swim the right way or maybe through experience they know how to avoid it. You also have fish that don't know anything's wrong until the net goes above water. And there are crabs that will fight to make sure everyone dies. It's all really complicated, and learning psychology, buddhism, and just a bunch of other "spirituality mumbo jumbo" has helped me see more and more of the bigger picture

The root of almost all evil can be traced back to the root of money.
I say most because I'm sure there are people out there that are just pure evil.
I think there is overall too much conflict between what you want for yourself, what you want for others, and which group or case you would prefer to help when they conflict with each other. At some point I think people kinda start giving up. Its natural for everyone to have their own needs and wants and prioritize it.
The major cause is the love of money, and a big secondary cause is egotism which makes people think that they’re above the law.
