We can't get over eachother but can't be together?

I was dating a girl in High School starting my Junior year and fell in love... I broke up with her after graduating because I found out she had started seeing someone in secret and I found out about it... She said she didn't love him but he loved her but she refused to tell him off because they were friends... A year and a half has gone by and neither of us has had a decent relationship with others since then... We admit we have feelings for eachother but she's afraid to commit... She says she wants to be friends because she wants to figure it out but being friends with the girl I love kills me... I'm in college and she will be to soon... Not to far away but I can't figure out whether to give up or stand by her side while she figures it out... Is it normal?
