No, I disagree with that sentiment. The ends don't always justify the means. Depends on the situation, though.
Actually, Ben Laden began as a political activist, not a religious zealot.
It began when we were supporting his operations against the Russian occupation of Afghanistan, The CIA taught him everything he knew about bombs, weapons and terrorist strategy, and then just left him and his men high and dry, with no support, when the American politics swung against that war and they pulled out.
During the first Gulf war, the US stationed thousands of troops in Saudi Arabia and he demanded that they not stage for a war against other Arabs from his country. When his government and the US ignored him, he began getting their attention through the very same terrorist tactics we had taught him.
Without respecting or admiring the man at all, his actions were completely understandable.
Hitler, Stalin, Genghis Khan, Cortés, Mussolini...
Just a couple of guys who did some questionable things out of pure patriotism.
