Is it normal that my sister dates all my x boyfriends. She has 4 kids by 4 of my exes. They all claim that they were drunk when they did it. is it normal that they do her even though she is almost 30 and they dont go older than 21?

Although family is most important, it might be best to remove yourself with contact from your sister until she stops being a hoochie. Also, don't mention to your future men about your past men with your sister. You'll get them started in on the trend too.
Your sister needs to chill the hell out about you having more relationship success.
An education in the proper application of a condom might also come in handy for her.
Your sister sounds like she may be seducing these men who have specifically been involved with you. 4 children for 4 of your exes just doesn't seem like a coincidence to me. No, I do not think this is normal. I think she may need to see someone for substance abuse counseling (coz I am assuming the guys are not the only ones getting plastered before the sex) and perhaps she should also see someone about that resentment she's apparently holding towards you.
