Sister pubes :l

Ok Ok im a 21 year old girl and my sister is 15. We are really close although i don't live at home. She is obviously at an age she is "changing/Changed. She came to me a bit worried the other day and i didn't know how to answer it. She asked is it normal she shaved "herself" and now has pubic hair at the bottom of her area just before the area seperting her area and anus. I don't know what to say .... IIN?? Should she just keep it under control as theres only apparently a few..I assume a few is about 10-12ish well thats my view of a few(Pubic hairs). HELP I LOVE MY SIS AND WANT TO ASSURE HER ITS THE NORM ... Thanks
