No. I would show my tits under many circumstances, but that is not one of them.

Not in the situation as you have outlined. I have no problem with clothing optional or nude beaches, but the photographer you described sounds to be immature or a pervert.
The beach I usually go to is clothing optional. And it gets fairly crowded on a hot day. So many naked people who just don't really care that everyone else is naked too. And no one seems to have a camera. Go figure.
