Basically this new girl came to my school from a different school and I loved her since day one basically I was talking about her with my friend and the next week they started dating. So idk if I should tell her or nah?

See how he feels about it, and if he's not up for you telling her your feelings and threatens your friendship well you'll have to make a tough decision between love and friendship. But there's also the possibility that he understands how you feel and allows the girl to hear your confession.
No, that's a terrible idea. Study up on the physical cues a girl gives off if she's interested in you. Be aware, and don't approach if there's no sign of attraction.
