Should i back off from being an older brother?

I met my younger cousin a few weeks ago (we haven't seen/talked to each other since we were kids). We're both in college now, but I've been 'bothering' her with texts and long emails occasionally - hoping to get a bit closer to her so we're both comfortable around each other if we ever get to meet again. It's nothing creepy, just advice. I'm not sure how to start off a text message asking how she is ... again we just met after a huge gap so I don't want to come across as obsessive.

She doesn't reply back usually and a part of me wants to back off so I don't come across as creepy, but the other part of me wants to be that older brother and sort of keep trying to get to know her more (I've always wanted a younger sister). I'm a bit scared since I don't want to mess anything up.

    Being a cousin of yours, i'd say don't try to establish a bro-sis relationship.

    I would suggest trying to first and foremost be friends - and you already want that.

    Aside from that, don't push her. Remember, it takes two to tango - and you are already dancing. She will join if she wishes.

    Don't push it, let things happen organically. Also, I would stay away from offering any unsolicited advice or opinions.

      so college advice (general stuff) should be avoided if not asked for? (Nothing personal of course, just study tips I've learned etc.)

        Well, you could ask her if she'd like advice or say, "I've found that this that and the other worked for me when I was studying in college and yadda yadda yadda". I would suggest that you avoid using the word "should" when talking to her and use "I" statements instead of "you" statements.
