Scroum question

lately, for a few days now, I've had "bat wings"(scrotum hanging low/sticking to thigh). It hasn't been unusually hot as Far as weather so I don't know why this is happening. I'm a driver so I think it might be because I'm sitting all the time, but I've been driving for about two years and this has just started happening-there's no pain just uncomfortableness. Every now and then they'll go back to not being stretchy. Just wondering if this is normal or if this is something that I should look into???
