Raising eyebrows in every photo?

There's this girl I know who looks nothing like herself in most photos because she has very low-set thick eyebrows but in every photo (except the ones taken off-guard), she rises her eyebrows so high. This also makes her eyes look like a deer in headlights at the same time. I don't even know why anyone would want to raise their eyebrows so much because she is only in her teens but already has a lot of forehead wrinkles. She raises her eyebrows when she talks to me too and keeps them raised for at least a minute sometimes.

I can't figure out why she does this. Is this normal?
