Penis irritation won't go away!

The head of my penis has been red and irritated for almost a year now. I got circumcised to rule out yeast/fungus/balanitis but its still there. Now the clothes touching the head irritate it more then before. The urologist and dermatologist didn't mention STDs and I cant find anything with symptoms that match. What's wrong with it? Can irritation take more then a year to go away? Does anyone know what I'm going through or how to get rid of it?
