Normal to develop feelings for every guy who pays attention to me?

Whenever guys stare at me, I'm instantly attracted and look forward to them displaying more interest in me. However if these guys had given me no attention I would have no feelings for them. So I'm only attracted to the fact that they might like me... Is this normal?
