they are called fordyce lumps or spots, totally normal im 22 now and have had them since around the age of 12 they dont go but are fine search it on google
The little white spots are as mentioned before, Fordyce spots, they are extremely common with almost 80% of men having them to some degree. Curvature of the penis or Peyronie's disease is less common and can be treated. A Nesbit operation used to treat Peyronie's is usually a last resort and is extremely invasive, what you are describing is probably not Peyronie's disease as that is usually an upwards or downwards curvature.
