I think you should stop telling him what he can and can't do. He's entitled to a drink every now and then and, if he doesn't do it often, then it should be ok.

Well, my bet would be he met another female to meet at the bar since you can't get in them. So if he goes, then tell him to just keep going out and not worry about you. If hr has a cell phone, and if it has "Hangouts" in apps, activate that and it will tell on him about where he's at.
