My cousin-in-law

My 24 year old male cousin-in-law says "er" before almost everything...for example....if he has just ate his dinner and 2 minutes later i ask him "have you had your dinner?" he sits silent for a few seconds then says err , but it's not just er...it's more of an eeeeeeeeerrrrrrrrrrrr...

Is this normal...?
