That's not what you pay a prostitute for, OP. You pay a prostitute to satisfy you, and because you are paying them you're under no obligation to satisfy them.
Of course it's probably not a good idea to go with prostitutes, because you could catch a deadly, and incurable disease.
I've only paid cash for sex once (I tend to agree with those who say you always pay for it, one way or another), and I didn't much care for it. But some people are into sex workers simply because they're sex workers, and some people aren't able to get non-transactional sex and really want it, so I don't judge.
Like others here, I find the thought of unprotected oral sex with a prostitute super-squicky. (And protected cunnilingus with _anyone_ isn't much better, in my book.)
I suppose there must be prostitutes who do have orgasms with at least some of their clients some of the time. But the general principle is that sex workers are providing a service in exchange for money, and that service is making their clients feel as nice as possible. The most sex workers can reasonably expect is to be treated with honesty and the basic level of respect we should extend to everyone. What this prostitute did is kind of like you going into a McDonald's, ordering and paying for a meal, and the order-taker being miffed that you didn't bring some flowers or a bottle of wine as a gift for your dining host.
The only explanation that occurs to me is that the prostitute was trying to guilt you into paying her more. Maybe her assessment of you was that you were a kind-hearted person, maybe a bit naïve, and you had money to burn, so you'd be susceptible to this pressure.
