Is there a difference between someone who defends one to defending all

What is the difference between someone who enables and protects everyone, vs someone who only protects one and allows that person to get away with murder since they are superior.

    Well one cares about the whole community, the other only cares about one person at the expense of the community.
    Maybe one is a prosecutor and one is a defence lawyer?
