I learned in history what makes somewhere a country is the fact it has a government. So US government shut down does that mean that at the moment US is now a territory?

The US still has a government. Basic functions like the police and the military still continue and politicians keep talking about politics, just other functions have been put on hold. The word "shutdown" isn't very accurate, it's just sensationalism.
You are misunderstanding what you learned in school. A territory is an area that does not have it's own independent government and is instead owned and controlled by a government elsewhere.
Puerto Rico is a US territory for example. Unlike the 50 States in the United States, there is no governing body that resides in Puerto Rico to govern. Instead, a committee in Washington DC controls what happens in Puerto Rico.
The shutdown just means that the government didn't approve for people to be paid to perform some of it's functions. It doesn't mean that the US government no longer exists. Eventually congress will get their act together and those people will be paid and services will be restored. This is largely a paper exercise.
I'm still getting social security checks and the government is still sponsoring homeland security, and other vital branches of government. As far as I'm concerned, this is just a paid vacation for the Senate, and a major dick move to all the government workers not getting payed.
We still have a government. It's just that many government programs and agencies are shut down for lack of funding as the financial issues get worked out (hopefully).
What do you by the term "territory"?
If you are referred to the Canadian/Australian context of a territory it won't because these territories are normally controlled/ruled directly by the federal government. (Though these jurisdictions do have basic powers but lack the same powers and representation at a federal level when compared to a province/state).
You could also say the territory of the 50 states makes up a part of the United States.
The US govt. needs to do something about all these fuckin Mexicans/Spics coming into the country.Maybe then,we'll have a chance.
There is a lot more issues than illegal Mexicans. Only thing keeping US from turning into mexico is that its fucking rich and just runs up its credit funds when they run out of money. The US is like an irresponsible teenager with a rich daddy who keeps running up the credit rating. People need to learn soon Daddy is going to take away the fucking credit cards. By the way its not the legal Mexican citizens creating the economic downfall.
We should really do something about all these ignorant and hateful people, maybe then we will have a chance.
Do you have a problem with the Hispanic community? I suppose next you’ll say they should kick out, anyone who isn’t white, catholic/christian, straight or smart, if the Mexican are a problem its probably just the gangs or drug dealers, but not the entire community.
