Is the statement "all people project" a projection?

Is the statement "All people project" a projection?
Technically, because a person said it with conviction? No, because almost everyone does?
Just wondering what people think.
The question just popped into my head and I was curious as to how people would answer it!

    I suppose it could be a projection, technically using that logic anything anyone says about anyone else is a projection, but I think that's taking things a little too literally.

    Perhaps it is a true, standalone statement and a projection at the same time. It is pretty well known that we act as mirrors to one another... everything we observe or think is colored through our own individual perceptions. It would be almost impossible not to project to a certain degree because the way we view the world depends so much on our experiences, and no two people have the same set.

    A judge convicts a murderer on the basis that he can imagine him (the criminal) doing it and he can imagine the criminal doing it because he (the judge) can relate to his nature.

    He's known what it's like to feel anger. We've all felt human nature.

    Does that make the judge a murderer because he sees his nature? No.

    Action determines what we are. Nothing else.
