He's being disrespectful to you by telling her what to do in the pics she sends him, because if he was respectful, he'd send a message back telling her to fuck off because he's got you now, but he hasn't gone and physically groped her butt/had a passionate kiss with her/had sex with her etc etc.
I say kudos for nipping this behaviour in the bud so early. It's not what I class as cheating but it's a slippery slope should it continue.
You have to decide for yourself what is cheating. Don't put up with anything you're not comfortable with but also don't let other people tell you something is sooooo bad if you don't care much about it.
