My mom and dad separated when I was 1, they fully divorced about 2 years ago. My mom got remarried July 13, 2015. My stepdad seemed very nice and he seemed like a guy that would be discussed by things like that, but he's always slapping my upper thigh and my butt, he something (I hope accidentally ) touches my private area, but is he trying to touch me like that or not?
Sounds like he's trying to touch you inappropriately. Be wary of him as this can quickly escalate.
Can you tell him you don't want him to do that any more? If he laughs it off or denies it, talk to your mother: if it's innocent and he respects you he'll listen and act accordingly, whereas denial or minimisation usually indicates he is up to something or wants to be

He is just a caring and supportive father who wants you to be happy and successful. You are simply misinterpreting his being physically affectionate as harassment.
if he wants to touch you let him you seem ok with it and are not protesting why not go for it, try wearing a short skirt and no knickers so he can get to the meaty bits
really hard to say, maybe that's just behavior that he was raised around so he thinks there's nothing wrong BUT it is suggestive of inappropriate things so be careful .
Is your mom having sex with him? If not, it's your duty to give it to him.
I'd spend a lot of time thinking carefully about this before you say anything. It's entirely possible this is completely innocent and by talking to your mother you risk destroying her relationship for no good reason.
