Is my mother's behaviour normal?

I live with my mother in an apartment in a small town.
My mother constantly talks about our neighbors who live next door. All from what they are wearing to the way they talk.
For example:
"Oh dear lord, what is she wearing? It looks like she digged it up from the trash can!"

"I sat on the terrace this morning and heard how their teenager talked, she sounded so unintelligent!"

"Look at him! Wearing jeans and a jacket on a warm day like this, oh, he's so stupid. And of course he is walking around with his camera and taking pictures of cats and bugs!"

It's almost like she's obsessed with them. She often also stares out of the window just to see what they are doing..
Is her behavior even slightly normal?

    She must be very bored with her life to be taking such an obsessive interest in the neighbours. Can you encourage her to get out more and/or get involved in some hobbies?

      I mean she already has quite a few hobbies.. She likes gardening, taking care of her fish tank and such.
      And sometimes she drives in to the city to hang out with my sister and my sisters children.
      She gets mad at me when I suggest she should do something else other than staring at the neighbors all day.. She is hopeless.
      Oh, I'm longing to the day i can finally move out.

        In that case I suggest you ignore her and walk out of the room, leaving her to talk to herself about the neighbours.

    Some ppl make themselves feel better by contrasting themselves with others. This is why things like the Jerry Springer show are popular its a freak parade that viewers get to point and laugh at to feel better about there own fucked up little lives.

    That sounds awful! Tell her your not interested, and that she doesn't shut the fuck up you'll go make friends with the neighbors and not tell her a damp thing about them. Mwahahaha!

    Seriously, tell her she's gossiping, and that you're not the least bit interested, then put some headphones or ear plugs in, and ignore her sorry ass.
