I heard how if you think about someone and dream about them, the chances are that they're doing the same towards you.

Sounds like a bunch of hocus-pocus mumbo jumbo to me. I'm not necessarily saying it's completely impossible, but I certainly wouldn't recommend getting one's emotions all tied up in that pretend time magical thinking.
More than likely if you dream about someone it's, because you spend a lot of time thinking about that person. I would also perhaps surmise that you're dreaming about that person because thoughts of said person are on lock down in your subconscious mind when you're awake and then when you go to sleep your brain starts throwing all that stuff around in your dreams. Additionally I think it could also be possible that a particular person means or symbolizes something else in your mind.
Regardless it's very doubtful that it's about some cosmic connection you have with that person.
