I think it's normal.
Although most women don't want to admit it or claim, "I wear leggings cause it's comfortable.... (bullshit)," the whole point to wearing tight clothes is to show off your figure and make men/women lust over you in passing. Just don't touch or stalk the girls.
I personally think it is not OK to take pictures of random women without their consent or knowledge, there is a risk getting in trouble for that shit.
But there are still alot of people that do it and post it on the net. There are probably a good amount of women out there who have their picture on the web somewhere and don't even know it, especially if they've been on a beach and been in a bikini or topless, especially if they've been topless. I've never taken pictures of that myself, but I was at Miami Beach with a couple friends back in 2010 one who took some snaps of these topless women, and I saw these other dudes sitting several yards over from us do the same thing, the girls didn't even know it

I was at a park with some friends about a year ago and some guy was with his family taking pictures of things. At one point his wife said "take a pic over there" (at something) so he did. Just afterwards some woman came running over saying she saw him taking a picture of her while she was bending over. The guy was shocked and embarrassed. His wife came walking over and explained she told him to take the pic which eased the other woman's mind. we went over just in case the lady tried to claim he was a perv taking pics and talked to the guy for a second. One of my buddies asked to see the pic. He quickly opened his phone and looked at the last pic. Low and behold a nice picture of the park and some lady's ass bent over with her head looking behind at him. We laughed and I told him he should frame it.
