Affirmative action has been obsolete for years, and equality gibberish is on the constitution. Idk, US legislation is a topic of interest for me. They do go to massive efforts to create some semblance of equality, and often do so in a retroactive fashion, where their attempts are no longer relevant or even necessary...making up for the crimes of the past, and whatnot, but they also go to great lengths to protect free speech and free thought. There's oodles of court cases that have ruled in favor of "offensive" groups like the KKK, protecting their freedom of speech and right to assemble. The priorities are somewhat ridiculous, but interesting, none the less.
Affirmative Action isn't about how one thinks, it's about the actions of employers and institutions. You can think whatever you please, but you must follow the law when it comes to some things.
But to answer your question, I believe the answer is, no.
A government can however, control the actions of it's population in several ways to make them easier to control. In New Zealand they did (do") it by keeping the beer incredibly cheap and in the US they did it by destroying the public educational system.
The well educated youth of the 60's wouldn't take the government's actions at face value and the ensuing protests and riots scared the shit out of the powers that be, so they degraded the educational system.

The protests of the 60s had nothing to do with a degrading of the educational system.
It was a point in human evolution where free citizens expressed and utilized "freedom of speech".
In the 80's I was crewing up a corporate yacht. I was looking for a stewardess to balance the three males already employed aboard, but the newspaper would not allow the ad to be gender specific. I was furious! Who was the government to tell me who I could seek to fill a position? But there is was.
You misunderstand if you think I support Affirmative Action, but I understand why it was instituted. I also believe it is way past it's time.
