Yes it is normal when water gets in eyes. If you are using tap water it would be expected to burn. Tap water consisting reactive chemicals like chlorine to kill bacteria in it that are making eyes red and hurts. So water that makes your eyes hurt that always have some chemicals in it which hurts eyes and causes pain.
It is normal for 'pure' water to feel uncomfortable. Your eyes are not made of pure water. If that were true then we would not need things like eye drops/contact lense solution etc. Our eyes are made from a water/salt mixture. When water gets into your eyes, it disrupts the water/salt balance, the cells in your eyes literally fill with water and some of them burst. This is why it is uncomfortable. Avoid rinsing your eyes with water and get a saline solution or eye rinse from the drug/grocery store.
My eyes do not burn when in chlorine, but I think I know what you mean. When in the shower and water sprays in my eyes, it feels like my eyes are much drier than they should be and I have to blink a few times to clear it up, though I wouldn't call it burning....
Maybe your eyes aren't used to anything that isn't produced by your own body?
Well that's what I mean. If it's just plain water I've heard it shouldn't burn but it does for me. It burns as bad as if I rubbed soap in them.
