Is it normal what my father does at my bed side?

Beside my bed, about three feet away, there is a semi-comfortable chair. It's a chair you could sit in comfortably to put your shoes on, have a conversation with a friend, even read a child a goodnight story, at the most. It is not a comfortable chair for sitting in, all night, drinking wine and muttering to the cat.

Is it normal that he does this?

    The problem with age is the elderly (or older adults) need to live with about a million horror stories of their past experiences and be expected to be absolutely normal all the time.

    You never know, maybe when he was 30 he saw a car rip someone in two and then the top half of that guy crawled up to him grabbed his leg and said help me, whilst he watched him slowly die and then a bird flew over and shit on him.

    We all have different ways to cope. It may be unusual, but its nothing to be concerned about. Unless he's hurting you or the cat, I think you should leave the issue alone.
