It is normal, but you will have seen the person before, even in a crowd!
The human mind cannot create faces from scratch, so the face will be one you've already seen or a combination of faces you've seen before.

It is normal. In fact its common. I myself have had a dream similar. I asked around and found out that you subconscious mind does not create imagines of people from nowhere. I thought it was a sign. But instead your conscious mind merely mimics the people and faces you see daily. You have seen this person before, you just probably didn't really make a thought about them. Its like seeing people in passing and you don't really pay attention to them. Your eyes send that image to your brain and it just kind of collected it.
