Is it normal to yell in a restaurant?

One night my husband, I and a couple of friends were out to dinner. I couldn't see the child, but it was screaming and crying for about 10 minutes. I have never done this before, I don't know what came over me but I yelled "QUIET!!". I couldn't believe I said that so loud. People were cringing. Now, I just don't understand why parents let their little loved ones carry on so. When mine were little I took them outside being considerate of others. Well, I never heard a peep again from the child.

It probably relieved everyone else eating after the child stopped screaming, but I'll bet it humiliated the parents.
Babies and toddlers tend to scream or cry a lot in public places-- it's pretty much inevitable, really. I hear it almost everywhere I go. I remember my sister, when she was a baby, threw a tantrum in church one Christmas Eve and a stranger told my mum and dad-- loudly-- to take her down to the nursery in the church's basement. My mum was so embarrassed that she cried, and she still brings it up every once in awhile after all these years.
