Is it normal to wear tights and a t-shirt, with no skirt or shorts?

Depends on the tights, they have to be thick they can't be sheer. I wear tights as pants sometimes, I know a lot of people who do and it looks great. Its a good look if you have a nice butt

I have done this, it is up to the person. Just remember if the tights are sheer your shirt should cover your butt. I have even worn pantyhose, suntan shade as tights with a long shirt and no pants. I loved it, depends on the person.
